We are pleased to announce the appointment of Kyle Ingram as Division of Disability and Rehabilitative Services director of policy and strategic initiatives. Effective March 20, 2022, Kyle will lead employment and person-first initiatives as part of DDRS system transformation efforts that place the individual as the primary driver of their life, their services and the system. In this role, Kyle will facilitate the alignment of DDRS policy and procedures and will collaborate with internal and external stakeholders to create incentives and eliminate barriers to quality outcomes, particularly competitive integrated employment outcomes, for Hoosiers with disabilities.
Kyle is a native of south-central Indiana and has been with the Family and Social Services Administration since 2018. Prior to joining FSSA, Kyle earned his master’s in social work from the University of Denver, where he completed a field placement with a local Center for Independent Living and gained his formative understanding of disability through the lens of the Independent Living movement. After graduation, Kyle began working for the National Conference of State Legislatures on several federal disability employment policy grants, helping state legislators translate disability and workforce stakeholder needs into sound, impactful policy and serving as a lead author on the “Work Matters” framework for state disability employment policy. Kyle and his wife Hannah moved back to Indiana in 2017 for Hannah’s new job as director of religious life and chaplain of Franklin College. In 2018, Kyle was hired as the government affairs manager for Indiana’s Office of Medicaid Policy and Planning, where he gained a better understanding of Indiana’s Medicaid policy landscape while managing the OMPP’s legislative and rulemaking agenda. Kyle joined DDRS in 2019 as the Vocational Rehabilitation policy and compliance manager, focusing on continuous improvement of VR policy and procedures to enhance quality employment outcomes and supporting VR program staff through technical assistance and capacity building. Kyle is excited to use his wide-ranging disability policy experience to collaborate cross-divisionally to build system and provider capacity to ensure employment is an integral part of a good life.
