Each year, the INARF Annual Conference features a keynote presenter who inspires participants to think, wonder, and connect. This year, INARF is proud to host keynote speaker Dr. Chuck Dietzen, pediatric rehabilitation specialist and founder and president of Timmy Global Health, an Indianapolis-based nonprofit devoted to expanding access to healthcare in the developing world. Dr. Dietzen's global health work has taken him all over the world, but his roots in the disability community remain in Indiana, where he serves as Medical Director of the Easter Seals Crossroads Rehabilitation Center.

Objective Based Allocation or “OBA” is the method used by the State to determine the level of support an individual needs in order to live in a community setting with Medicaid Waiver supports. This method of assessing the needs of individuals on the waiver program then corresponds to the allocated Medicaid Waiver budgets based on objective criteria. -- To: Division of Disability and Rehabilitative Services Providers and Stakeholders From: Nicole Norvell, Director, DDRS Re: Objective Based Allocations Date: January 22, 2014 In an effort to better explain the Objective Based Allocation (OBA) process that is utilized by the Bureau of Developmental Disabilities (BDDS), the Division of Disability and Rehabilitative Services (DDRS) has posted a guide entitled “Objective Based Allocation, Assessment and Algo Development” to the DDRS Announcements page. The Division would like to thank its stakeholders who participated in the development of this guide to ensure that all individuals and families receiving services have a clearer understanding of the OBA process. Excellence is the result of great people doing great things - many dedicated individuals and partners have contributed to the success of Hoosier provider agencies and the people they serve. INARF knows that many people are a part of each agency's success, and we are pleased to offer members the opportunity to recognize their dedicated DSPs, executive leadership, and community partners as well as individuals with disabilities.
On January 13, the Centers for Medicare & Medicaid Services (CMS) released a final rule detailing states' options to cover Home and Community-Based Services (HCBS) under Medicaid. Of key importance in the rule is the way "community" is defined across HCBS Medicaid authorities, as it designates which service settings are considered community-based and which are considered institutional. Services provided in institutional settings are not covered under HCBS services.
