Earlier this week, the Centers for Medicare and Medicaid Services (CMS) released two final documents as a part of its HCBS Settings Toolkit, providing much-anticipated guidance on how to apply the Final Rule’s definition of Home and Community-Based Services to non-residential settings. The documents are similar in format to previously released guidance on residential settings, focusing on exploratory questions to consider when assessing the compliance level of a service setting. The Indiana Family and Social Services Administration (FSSA) recently hosted a webinar to provide an overview of Hoosier Care Connect, the new coordinated care program which will serve a portion of Indiana Medicaid's aged, blind and disabled population. The Webinar gave an overview of the program, as well as explanation of how it will be implemented. Because attendance was at full capacity, the webinar and presentation have been made available to the public.

-- Indianapolis (Dec. 10, 2014) – Eligible families have until next Monday, December 15, 2014, to apply for On My Way Pre-K – Indiana’s first state-funded, free prekindergarten program for low-income families – at www.OnMyWayPreK.org. Families who are eligible for the first phase of this pilot program will live in Allen, Lake, Marion or Vanderburgh Counties, have a 4-year-old child who will start kindergarten in the fall of 2015 and have an income below 127 percent of the federal poverty level (See income eligibility guide here). In early November, the Division of Disability and Rehabilitative Services (DDRS) posted a draft of the Family Supports Waiver (FSW) Renewal for public comment. After a thorough review and analysis of the document, INARF developed comments and submitted them to DDRS for consideration.
