INARF Corporate Committees work to develop policies, research industry issues, and create programs and deliverables for the association and INARF member agencies.  Committee members are appointed by the Chair of the INARF Board of Directors.  Meetings are held as needed, and outcomes and recommendations are reported directly to the Board.

Audit Committee Highlights:

The Audit Committee accomplished the following during 2012:
  • Reviewed the 2011 INARF audit report in coordination with the independent auditors and recommended that it be accepted by the Board of Directors at the April Board meeting.
  • Performed a detailed review of the Form 990 and recommended that it be accepted by the Board of Directors at the April Board meeting.

Board Development Committee Highlights:

The Board Development Committee accomplished the following during 2012:
  • Developed recommendation for candidate to fill unanticipated midyear vacancy.
  • Developed the slate of nominees for the 2013 election after thorough examination of the current membership characteristics and eligible candidates.

Several accomplishments were made by the Finance Committee during 2012, including:
  • Conducted quarterly review of financial statements and investment activity as compared to Investment Guideline benchmarks.
  • Conducted annual review of INARF membership dues formula and structure.
  • Reviewed and recommended the 2013 Budget.
  • Provided guidance for CEO transition initiative
  • Provided guidance related to Association coordinated Marketing Consortium Feasibility Study.

Governmental Affairs Committee Highlights:
In 2012, the INARF Governmental Affairs Committee accomplished several key priorities, including:
  • Advanced legislation requiring national accreditation for residential and habilitation services under the waiver and creating “deemed status” from routine and re-approval program surveys for nationally accredited agencies.
  • Represented provider interests as part of the Division of Disability and Rehabilitative Services’ efforts to respond to legislative concerns regarding the aggregate and per person cost of waiver services, resulting in the Section 144 Report.
  • Voiced concerns regarding the Division’s efforts around voluntary group home conversion, resulting in efforts to enhance transportation and pursue Health Homes for waiver recipients.
  • Developed Position Statements on Key Industry Issues including the Community Integration and Habilitation Waiver, Family Support Waiver, Group Home Conversion, Health Homes, Employment, and Managed Care. 
  • Used the Position Statements on Key Industry Issues to introduce the industry to key members of the new Administration.

Industry Infrastructure Committee Highlights:
In 2012, the Industry Infrastructure Committee accomplished several initiatives, including:
  • Provided support and guidance to the reintroduction of the Business and Industry Professional Interest Section providing a forum for information exchange on business planning, development, and social enterprise.
  • Tasked with the development of entrepreneurial business strategies to facilitate greater fiscal strength of member agencies, the Industry Infrastructure Committee conducted extensive research of models suitable to INARF members’ products and services and presented the INARF Board of Directors with a resolution to conduct a feasibility study of interested INARF members.  Following Board approval, the committee hosted an information meeting and obtained a commitment of interest by eighteen INARF organizations.

Innovation and Systems Change Committee Highlights:
The Innovation and Systems Change Committee’s Emerging Practices Workgroup focused its efforts in 2012 on the development of research and better understanding of evolving trends, including:

  • Developed a thorough Issue Brief and Position Statement on the use of Health Homes for individuals with developmental disabilities.  Following INARF Board of Director’s endorsement, the Position Statement was forwarded to the Office of Medicaid Policy and Planning and the Division of Disability and Rehabilitative Services.
  • Reviewed and provided critical feedback to the INARF Governmental Affairs Committee’s efforts to develop Position Statements on Key Industry Issues.
  • Initiated research into the emerging national trend toward Medicaid Managed Long-Term Services and Supports (LTSS).  Building off tools provided by the American Network of Community Options and Resources (ANCOR) and the American Congress of Community Support and Employment Services (ACCSES), the Emerging Practices work group is developing a repository of information and resources on identifying models and critical program elements required to maximize success in the development of managed LTSS, with the intent to shape public policy and initiatives.
