INARF appreciates BDDS' clarification of this issue.
The Bureau of Developmental Disabilities Services (BDDS) has clarified that children under the age of six and their families may apply for services under the FSW at any time. There is currently no age restriction for services under the FSW, nor is there a restriction from receiving First Steps services while also receiving services under the FSW for eligible participants. Families of children who receive First Steps services can apply for services through their local district BDDS office. Applicants are placed on the FSW waitlist based on their application date. Eligibility criteria for First Steps and the FSW are independently established and determined; therefore families would need to participate in eligibility determination activities for both programs to access services under each program.
